Terms of Clearance: ED has agreed to assess the coverage of the Higher Education Directory as a sampling frame relative to IPEDS (overall and by type of institution) and to report back these results to OMB. ED will provide this information and a justification for which sampling frame will be used for subsequent surveys prior to conducting the 2007 survey.
