Section 1173b of Subtitle F of Title
II of the Health Insurance Portability and Accountability Act of
1996 (P.L. 104-191) requires that the Secretary of the Department
of Health and Human Services to adopt standards for unique health
identifiers for individuals, employers, health plans, and health
care providers. The use of this standard improves the Medicare and
Medicaid programs, other Federal health programs and private health
programs, by simplifying the administration of the system and
enabling the efficient electronic transmission of certain health
information.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
