This collection
does not currently meet OMB's 1997 standards for the collection of
data on race and ethnicity. By December 15, 2005, ED is directed to
submit to OMB a timeline for bringing this and all other
collections into conformance with OMB standards for data on race
and ethnicity. This timeline should include a schedule for making
decisions that will lead to the implementation of the standards and
an end date for full implementation. Upon receipt of the timeline,
OMB may establish regularly-scheduled in-person meetings with ED
representatives to discuss progress on developing a proposal for
the implementation of race and ethnicity standards. OMB/ OIRA will
be available for consultation as ED works to develop an effective
proposal. The EDEN/ PBDMI collection is approved for one year only.
ED agrees to the following two reporting requirements concerning
the implementation of the EDEN system: 1. Upon resubmission of this
package for OMB clearance, ED will include a report specifying
which PRA collections are currently covered by EDEN (fully or
partially) and which collections ED plans to include in the system
in the future. 2. Six months after clearance of this package, ED
will provide a brief memorandum to OMB describing the EDEN
implementation process, including public comments/ feedback
received and progress made in certifying state data for reduction
and elimination.

The Performance Based Data Management
Initiative (PBDMI) is in the second phase of a multiple year effort
to consolidate the collection of education information about
States, Districts, and Schools in a way that improves data quality
and reduces paperwork burden for all of the national education
partners.
