Education submit a Department-wide plan by November 1, 2004 that
includes: 1. The process the Department will use to track future
and existing PRA collections to ensure that no data is lost and
burden is managed throughout the PBDMI consolidation process. 2. A
change management plan detailing the deliberative process being
employed to establish program officer buy-in (institutional
transformation).

The Performance Based Data Management
Initiative (PBDMI) is in the second phase of a multiple year effort
to consolidate the collection of education information about
States, Districts, and Schools in a way that improves data quality
and reduces paperwork burden for all of the national education
partners.
On behalf of this Federal agency, I certify that
