that this survey is to be used for the limited purpose of assessing
the minimum compensation necessary for residents in the Shepard
Creek Watershed area in Cincinnati, OH to accept rain gardens as a
stormwater management measure. The results are intended to inform
the design of a voluntary program in which residents are offerred a
financial incentive to accept rain gardens on their property. OMB
believes the survey design is adequate for this limited
purpose.

The Substnable Technology Division
(STD) of the National Risk Management Research Laboratory (NRMRL)
in the Office of Research and Development (ORD) of the US
Environmental Protection Agency (EPA) is proposing to conduct a
survey of individual property owners in the Shepherd Creek
watershed in Cincinnati, OH.
On behalf of this Federal agency, I certify that
