In promulgating the Uniformed Services
Employment and Reemployment Rights Act of 1994 (the "USERRA
statute" at 38 U.S.C. 4301 to 4333), Congress provided for four
collection-of-information requirements. In developing the proposed
rule, VETS translated these four information-collection
requirements in the USEERA statute into the proposed regulatory
