OMB approves
this collection for two years with the following terms of
clearance: FERC has agreed to several changes to its survey design
to mitigate the potential for self-selection bias and will draw a
random sample of 776 entities for follow-up to ensure a
representative sample for the AMI survey. FERC will report back to
OMB on achieved response rates by strata and on the results on
analyses comparing the random sample to the universe of responses.
FERC will also note any meaningful differences in its final report
to congress.

Section 1252(e)(3) of EPAct 2005
requires FERC to assess demand responses resources, including those
available from all consumer classes and to publish and submit a
report to Congress. A survey is proposed to obtain the needed
information of meter saturation and penetrations of advanced meters
and communications techno- logies. FERC-727 will collect
information on existing demand responses and time-based metering
programs. Time-based rates and the metering techniques to support
them, give energy users the option and incentive to switch their
consumption to cheaper, off- peak time periods. Demand response
