Terms of Clearance: Returned as improperly submitted. Submission lacks an explanation for emergency submission that meets the requirements of 5CFR 1320.13 . Should this request be resubmitted, kindly note: (1) Emergen- cy submissions are limited to a maximum of 180 days. (2) Enough time should be allowed for an adequate review by OMB, given the circumstances stated below. (3) This survey is on a topic that is both administratively and technically difficult. As I understand the survey, it is to help resolve a controversy with a state. It is to evaluate the effects of waiving real estate appraisals re- quired under the Uniform Relocation Act. Aside from the contro- v ersy, surveying state officials on a controversial topic is tech- nically difficult. (4) Any resubmission should explain why a re- sponse rate of 90 percent is expected. Given the chance that non- respondents may be opposed to the waiver policy, a resubmission should also plan for an analysis of nonresponse bias. (5) The time estimate given to respondents should be consistent with that in the supporting statement. There should be an estimate given to respondents of the average time to collect baseline statistics . (6) This information collection activity should be consistent with the principles and practices of the Information Quality Act.
