Abstract: NMFS is submiting the proposed rule to implement the Amendment 13 to the Northeast Multispecies Fishery Management Plan. This submission requests clearance for the following provisions: (1) A limited access handgcar permit; (2) VMS Power Down Exemptions; (3) DAS baseline correction; (4) Declaration of DAS category; (5) DAS Transfer Program; (6) United States/Canada Resource Sharing Understanding; (7) Special Access Programs (SAPs); (8) SNE/MA Winter Flounger SAP; (9) GB Cod Trip Limit Exemption; (10) Modifications to existing exemption programs; and (11) Sector Allocation Proposals.
