This collection
is approved for one year. During this time NARA can either publish
these forms on line for use or provide to NARA 's Office of the CIO
justification for not doing so. Any justifi cations will also be
provided to OMB when NARA requests renewed clearance of the
collection next year. Justifications must inlcude a schedule for
regularly re-considering publishing of the forms on line, and
quantify how: the estimated total time required by NARA to deliver
full service to the respondent using on line forms is equal to or
greater than the total time required when using p aper-based forms;
the estimated response quality of forms on line is substantially
worse than the response quality of paper-based forms; and the
estimated costs of delivering full service using on line forms is
substanially greater than the costs of using paper-based
forms.
