On April 29, 2003, the Commission released a Fourth Memorandum Opinion and Order, "In the Matter of Amendment of Parts 2 and 25 of the Commission's Rules to Permit Operation of Non-geostationary (NGSO) FSS Systems Co-Frequency with Geostationary (GSO) Systems and Terrestrial Systems in the Ku-Band Frequency Range," ET Docket No. 98-206, FCC No. 03-97. Among other decisions, this rulemaking requires that NGSO licenses demonstrate compliance with the Commission's rules on Power Flux Density (PFD).
