Abstract: The provisions of Title I of the HIPAA of 1996 are designed to increase access to health care coverage; to reduce the limitations that can be put on coverage; and to make it more difficult for issuers to terminate the coverage. The group provisions apply to employment-related group health plans and to the issuers who sell insurance in connection with group health plans.
