The Federal Energy Regulatory
Commission is proposing to revise sections 284.288(b) and
284.403(b) of its code of conduct regulations to require sellers to
maintain certain records for a period of five years to reconstruct
prices charged for natural gas. Sections 284.288(b) and 284.403(b)
were issued in Order No. 644, Nov. 2003. Subsequent to the
issurance of Order No. 644 and Market Behavior Rules Order,
Congress provided FERC with specific antimanipulation authority in
the EPAct of 2005. To implement this new authority, FERC issued
Order No. 670 where it said that it would adhere to a 5 year
statute of limitations when it ......
