Each year, Limited Access scallop
vessels are allocated a specified number of trips into each Acces
Area. During these Access Area trips, vessels are not allowed to
exceed the possession limit specified by their permit category.
Vessels often must return to port before they are able to retain
their full possession limit. These trips are termed broken trips.
These vessels are able to request from the Regional Administrator
authorization to take an additional trip, termed a compensation
trip, to the same Access Area to retain the remainder of the
possession limit. With the passage of Framework 17, which
