Terms of Clearance: In the next submission for this survey, DOT should: (1) Explain how the inventory of "known" ferry operators is obtained and appraise the coverage and validity of this population for data collection; (2)describe procedures used to impute missing data and assess their likely accuracy; and (3) explain how the data are used to update the report submitted under 112 Stat 185-186. #2 should be included in the data base itself, along with the response rate. #3 should be included in future Federal Register announcements, as well as in future supporting statements.
