Terms of Clearance: This request is not approved for the following reasons: (1) Although the collection is "voluntary," that is not made clear to respondents, (2) the practical utility of a voluntary (vs. a mandatory) collection is questionable, given that the stated objective of the collection is to determine if foundations meet the requirements of tax-exempt status, and (3) the questionnaire appears to request information that IRS may have already collected from tax returns filed by community foundations. If the IRS resubmits this questionnaire for OMB approval and makes responses mandatory, IRS must provide the legal authority for requiring responses and it must explain why the information collected is not duplicative.
