In accordance
with 5 CFR 1320, OMB is withholding approval for the collection at
this time. Prior to publication of the final rule, the agency
should provide to OMB a summary of all comments related to the new
information collection requirements in the proposed rule and any
changes made in response to these comments. The agency must also
provide to OMB final drafts of all forms, including VS Form 1-36C.
The agency should also consider reducing burden associated with
Form 1-36C, the accreditation renewal form, by eliminating the
request for information already provided in the original
application form, Form 1-36a. If the agency continues to require
the information on both forms, they must explain why the
information is not duplicative.

USDA, APHIS, VS administers th
National Veterinary Accreditation Program. This voluntary program
certifies private veterinary practitioners to work cooperatively
with Federal veterinarians and State animal health authorities.
Producers who export animal rely on the expertise of accredited
veterinarians to help ensure that exported animals will not
introduce diseases into another State or country. The accreditation
program has served the animal industry well for many years and
remains integral to its future growth.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
