The error in the total responses is the result of a typo from the last clearance package where on the 83i the last zero was dropped, but the burden hours were correct. This was not realized until this clearance cycle which caused the confusion in the burden calculation for the approval. Therefore, the correct number of respondents is 3,950,000 and the burden calculation work as follows:
3,950,000 respondents X 3 minutes per response / 60 minutes = 197,500 burden hours.
