Abstract: TSA is creating a mandatory security program for all-cargo aircraft operations and amending existing security regulations and programs for aircraft operators, foreign air carriers, airport operators, and indirect air carriers (IACs). TSA is also proposing to expand background check requirements to new populations, including IAC employees and individuals who have access to airport ramps used by cargo operators.
