Abstract: The Department of Education received $60.4 million in foreign donations pursuant to its gift acceptance authority. Gift funds have never been administered by the Department. Our current application forms include requests for information that attach certain assumptions that these funds are federal money to be awarded as either grants or contracts. To accomodate this new process of administering gift funds, the Dept. created a new one-page application form to eliminate assumptions these are federal funds.
