approved. It is not clear that all recordkeeping and reporting
requirements in the proposed rule have practical utility and reduce
to the extent practicable the burden on the public, as required by
5 CFR 1320.9. In addition, commenter AWWA states that the burden is
significantly underestimated. As EPA develops the final rule, EPA
should ensure that all recordkeeping and reporting requirements
have practical utility and minimize burden on the public, and that
reasonable burden estimates are provided.
