EPA is developing wastewater discharge
standards, called "effluent guidelines," for drinking water
treatment facilities pursuant to the Agency's 2004 Effluent
Guidelines Plan (69 FR 53719, September 2, 2004). The focus of the
rulemaking is on the discharge of residuals from drinking water
treatment processes to surface waters or publicly owned treatment
works (PTOWs). EPA will send survey questionnaires to drinking
water treatment utilities to help the Agency compile a national
assessment of these operations. The questionnaire will be sent to
approximately 618 drinking water utilities serving populations in
excess of....
