These activities are: "The carriers must notify the FAA of: (1) requests to be included in a lottery for available Arrival Authorizations; (2) requests for confirmation of one-for-one Arrival Authorization trades; (3) usage of Arrival Authorizations on a bi-monthly basis; and (4) participation in the blind secondary market. Finally, foreign carriers must request Arrival Authorizations twice a year and return them if they will not be used for a period of 15 days or more."
