In 1989, NOAA issued a final rule
implementing the Fish and Seafood Promotion Act of 1986 (Act), as
it pertains to seafood marketing councils for one or more species
of fish or fish products. The rule was stricken from the Code of
Regulations as part of a Presidential regulatory reform effort
along with a large number of other rules and regulations unused or
little used. In light of evidence that seafood marketing councils
may be a valuable tool in the near future NOAA now plans to reissue
this rule, which governs the establishment and operations of such
councils. Information collected under this program will be used to
establish seafood marketing councils to promote domestically
produced fishery products. Respondents will be those who wish to
create a seafood marketing council. This proposed rule is intended
to implement the Act.
