The burden hour estimate is conservative and based on the percentage of laboratories that choose to submit their applications on-line when the on-line system application system was made available to them. The number of laboratories expected to submit their applications on-line is expected to increase each year as users become more comfortable with the on-line option. Thus, the burden hours are expected to decrease as more applicants take advantage of the on-line option.
