Attachment B. EDFacts Data Set for School Year 2006-07

Introduction


This attachment contains a detailed description of all data groups and data categories proposed for collection through EDFacts for school year 2006-2007. Descriptions of proposed changes to EDFacts from 2005-06 to 2006-07 are located in Attachment C of the OMB clearance package.


EDFacts Database Overview


EDFacts is designed to collect information for specific school years as well as to allow users to view and analyze data across school years. Although most of the components of EDFacts are very stable from one year to the next, changes in legislation and program office reporting requirements inevitably lead to changes in EDFacts.


Throughout EDFacts the following terms are used to describe various aspects of the data collection:

  • Data Set – An EDFacts Data Set is all the data approved by OMB to be collected for a specific school year. This OMB clearance package describes the EDFacts data set for the 2006-07 school year.

  • Data Group – An “EDFacts Data Group” is a specific aggregation (i.e., group) of related data that is stored in EDFacts to satisfy the specific information need of one or more ED program offices. Thus, an EDFacts Data Group does not represent a single data entry but rather a set of related data entries. Each EDFacts Data Group is intended to be discrete, concise, universally understood, and non-redundant. For example, one EDFacts Data Group is address location. Address location includes several data elements including street address, city name and state code.

  • Data Category – A Category characterizes a count, dollar value, rate, or response in an EDFacts Data Group. A Category is a grouping that a SEA uses to aggregate data before the SEA sends the data to ED. For example, gender is a data category. A category set is a combination of data categories and equates somewhat to crosstabs (e.g., race/ethnicity by gender).

  • Code Set or Format – The acceptable values for the data category or data group (e.g., yes or no) or a format (e.g., a whole number or short text).


EDFacts Data Notes


It is important that data providers and data users alike understand some critical rules of the EDFacts data set.


First, EDFacts does not collect individual student or staff level information. All information provided to EDFacts is aggregated – often by categories such as grade level. Although some of the data files may contain small numbers, none of the information is linked to specific students or staff members.

Second, EDFacts data groups are defined to request data at the school, LEA, and/or state levels. With the exception of the survey data groups, all information is provided to EDFacts by the SEAs. All three of these levels are necessary to collect comprehensive data. For instance, some students receive services outside of the regular school setting and would be included in the LEA membership but not in the membership for any school within that LEA.


Finally, starting with the 2006-07 reporting year, ED is recommending that some data elements required by program offices be moved from EDFacts file submissions to an on-line data collection tool such as a web-enabled data collection form. Items appropriate for this type of data collection are generally made up of check boxes or single numbers. There are several data groups approved for 2005-06 that for 2006-07 are being moved to the new On-Line Data Collection section.


EDFacts Data Group Electronic Transition Guidance


ED recognizes that some States will have difficulty being able to submit all data electronically to EDFacts. That is one of the reasons why ED has proposed to amend its regulations in 34 CFR part 76 governing State reporting requirements to provide the Secretary with the discretion to establish a transition period of up to two years during which a State would not be required to submit information electronically in the format prescribed by the Secretary, if the State meets certain requirements. See the notice of proposed rulemaking published in the Federal Register on April 27, 2006 (71 FR 24824). Under the proposed regulations, the Secretary would have the discretion to establish a transition period of up to two years during which a State would not be required to submit information electronically if the State submits to the Secretary (a) evidence satisfactory to the Secretary that the State is unable to comply, (b) the information requested in the report, through an alternative means deemed acceptable by the Secretary, and (c) a plan showing how the State would come into compliance with the data submission requirements specified in the data collection instrument.


In the case of the EDFacts data collection request, the proposed regulations would require that States demonstrate they do not have the capacity to submit all EDFacts data electronically and submit a transition plan to show how the State will come into compliance with the electronic submission requirements specified in the data collection instrument. To assist these States, ED has established guidelines in Attachment B-1 listing when, over the course of the next three years, ED expects States to be able to submit data electronically through EDFacts each of the data groups included under this collection instrument.


These guidelines are designed to maximize the quality of the data EDFacts receives from states and at the same time minimize burden by allowing states up to two years to prepare to submit electronically data for some of the more challenging data groups. However, these guidelines are just that, a State that cannot submit electronically all required data to EDFacts for the 2006-2007 school year may negotiate a transition plan with a different transition schedule than that specified in Attachment B-1 based on the unique capabilities of that State. For example, a data set that ED might not expect some states to provide electronically until the last year of the EDFacts information collection instrument, might easily be provided electronically before that year by some States, even though those States cannot provide all the data elements in the first year of the EDFacts collection instrument. Regardless of whether a State can submit data electronically through EDFacts, the proposed rule would require States to submit the data in an alternative medium.


The Guidelines group the data elements into priority groups and assign a priority code for each group. Below is a description of how the priority codes that were assigned to each data group. A summary showing the number of data groups by priority code and by data steward follows in Table 1. Overall, the priority codes are as follows:


  • Priority Code “0” – EDFacts directory files and CCD-Related files. The files critical to the overall operation of EDFacts as well as the CCD-EDFacts merge are required and are not part of the data transition strategy. The data groups in this category are assigned a priority code of “0.”

States must submit Data falling in this group electronically for school year 2006-2007.

  • Priority Code “1” – Electronic Submission of Data Groups Expected in 2006-07. These data groups are assigned a priority code of “1” in the accompanying Excel file. ED expects that most states will be able to submit these data groups electronically for school year 2006-2007.

Data groups included in the 2003-04/2004-05 minimum data set. These data groups provide the most basic NCLB information and include assessment results and membership.

Data groups needed to eliminate/populate other ED data collections. The data from a number of data groups that, if provided by states, can be used to prepopulate several existing data collection efforts including the CSPR and OSEP’s child count thereby reducing state burden.

  • Priority Code “2” – Electronic Submission of Data Groups Expected in 2007-08. These data groups are assigned a priority code of “2” in the accompanying Excel file. ED expects that most states will be able to submit the following data groups electronically for school year 2007-2008.

Data groups program offices need to monitor the program and report to Congress. Some of these data groups represent the second tier of data groups required for program operation and some are data groups states have indicated may take time within their state to gather the data and report the necessary information.

  • Priority Code “3” – Electronic Submission of Data Groups Required in 2008-09. These data groups are assigned a priority code of “3” in the accompanying Excel file. ED expects that states will submit all data groups electronically, including the following data groups for school year 2008-2009.

Data groups states have indicated they need 2 years for phase in. These data groups are generally those which require substantial additional in-state reporting.

Data groups that will be revised in coming years based on legislative changes. There are a small number of data groups that are collected through EDFacts but that will change with the reauthorization of the program.

  • Priority Code “4” – OCR survey-related data groups. The data groups associated with the EDFacts Survey Tool (EST) are different from other data groups in that the do not present a burden to state data providers. These data groups were assigned a priority code of “4” and are not included in the phase-in plan. While ED hasn’t included these data groups in the phase-in guidelines, ED expects that a few states will be able to submit these data groups electronically on behalf of LEA’s in their States before the this data collection instrument is subject for re-authorization.

  • Priority Code “5” – Data obtained from sources other than SEAs. There are a number of data groups in EDFacts for which ED obtains data from a source other than the SEAs (because they can either be derived or the data is publicly available from another source). These data groups were assigned a priority code of “5” and are not included in the phase-in plan.


With this data collection instrument, ED intends to bring greater certainty to the States regarding data elements that must be submitted electronically through EDFacts. ED does not intend to add more data elements to the EDFacts data collection over the life of the collection instrument. However, ED cannot guarantee that new legislation will require collection of additional data elements. If ED needs to add new data elements to the EDFacts collection, ED will use the full PRA procedures to approve those data elements. This is why ED has requested a full three-year approval of the EDFacts data collection instrument.


Table 1, below shows the breakout of the priority guidelines for all data groups by data group steward. Table 1 provides a summary of the data groups by transition priority code and by data steward. Note that the percentages calculated in this table do not include data groups assigned a priority code of “4” or “5.” Table 2 shows each data group name and number as well as the phase-in priority code. This table is organized in alphabetical order by data steward and then by data group name.

Overall, this grouping is very similar to that in place for the 2005-06 EDFacts data set. The major change is that for 2006-07 there are two new sections – On-Line Data and Meta Data. For these, the section also includes the rationale for these additions.


Each section includes an overall summary, detailed explanatory information, and an index of the remaining pages within that section.

Data Group Summary and Index


To enhance readability, each detailed data group description is presented on a separate page. Each page contains the data group name and number as well as the full definition, code set/format, data category sets, subtotals, ED program office data steward, and required reporting levels for that data group.


The additional information provided below is designed to aid reviewers as they examine the proposed EDFacts data groups for 2006-07. A complete index of the proposed data groups for 2006-07 follows.


Changes from 2005-06 to 2006-07


Although the changes from 2005-06 to 2006-07 are fully described in Attachment C of this clearance package, summary information regarding the type of change is also included on the individual data group pages. The comments field for each data group provides a description of the change including whether there was a change to one or more of the underlying data category code sets. Overall, there were 168 data groups approved for the 2005-06 data collection.2 As shown in the table below, the number of data groups changed to 186 for 2006-07.

Of the 40 new data groups shown in this table, 12 of them are for the Office of Civil Rights Survey and do not directly impact on state EDFacts reporting burden. Additionally, several of the data groups classified as new are spin-offs from existing data groups. For instance, the state neglected or delinquent data groups did not collect information for LEA and state agency programs separately. Now those are separate data groups. Finally, in addition to changes in the overall number of data groups between 2005-06 and 2006-07, the EDFacts team made changes to the level at which data groups are collected. For 18 data groups, the school level data collection was eliminated, thereby reducing reporting burden.


Definitions and Comments


All EDFacts data groups include an overall definition and a comment field. For 2006-07, many of the definitions have been refined to clarify the information that should be included in the resulting data file. For instance in the AYP status files there is a more comprehensive explanation of what schools and LEAs should have assigned AYP status (including a citation from the appropriate regulations). Additionally, the comment field for each data group provides guidance outside of the strict definition. For instance, in the Graduates/Completers table (Data Group 306), the comment field indicates that this data group is not applicable for schools with no graduate level.


Data Category Sets


In reviewing the required data categories for each data group, reviewers should keep in mind the data collection and reporting differences between multiple data categories in a single category set vs. those same data categories across multiple category sets. This is illustrated best using two existing data groups that collect contrasting levels of detail as examples.


Example #1: The Data Group 39 (Student Membership Table) has a single category set – Grade Level (Membership), Race/Ethnicity, Gender. For this data group, SEAs must report information on Grade 1, White, Female; Grade 1, White, Male; Grade 2, White, Female; Grade 2, White, Male. The resulting data files provide a significant level of detail regarding student membership at the school, LEA, and state levels.


Example #2: The Data Group 563 (Graduation Rate Tables) collects data using seven separate category sets. SEAs report information on students by race/ethnicity separately from the data reported by gender. While the resulting data file will allow a comparison of graduation rates between white and Hispanic students as well as male and female students, the data file will NOT allow a comparison between white males and Hispanic females.


Subtotals and Grand Totals


Many of the data groups also include an indication that additional subtotal information is required. Subtotals and Grand Totals are only requested when there is a possibility that the components will not capture all incidents. For example, in data groups using the data category race/ethnicity, there is a possibility that not all students will be assigned to one of the 5 categories and thus will be excluded. Subtotals and Grand Totals capture these students. Subtotals and Grand Totals are not requested with duplicated counts or when it would repeat a number already provided.


ED Program Office Data Steward


Each data group is assigned an ED program office to serve as the data steward. For the most part, these are assigned based on subject area. For instance the Office of English Language Acquisition (OELA) is the data steward for the Title III and Limited English Proficiency data groups. The data groups that specifically link to NCES’ Common Core of Data (CCD) are assigned an NCES stewardship. A number of data groups have broad applicability, the stewardship of these data groups is held by the EDFacts program office.


Reporting Levels


Each data group page describes the levels at which SEAs should report data for the 2006-07 EDFacts data set. In some cases, there have been changes to these levels from 2005-06 which are noted in the comments field.


Data Group Name Changes


Starting with the 2006-07 EDFacts data set, the names of a number of the EDFacts data groups were revised to conform to a more simplified naming convention. None of the data group numbers were changed as part of this effort. A full crosswalk of the data group name changes from 2005-06 to 2006-07 is located in Attachment C.

Directory Records


EDFacts maintains a three-tier directory of education units in each of the 50 states, the District of Columbia, and Puerto Rico. Starting with the 2006-07 reporting year, the outlying areas (e.g., American Samoa, Guam, Northern Marianas, and the Virgin Islands) and Bureau of Indian Education will be included in the EDFacts directory and be asked to submit required data through EDFacts. The three tiers are the State Education Agencies (SEAs), the Local Education Agencies (LEAs), and the Schools. For each education unit, a Directory Record is maintained that includes unique identifiers (e.g., name, identification numbers, location), contact information (e.g., addresses, phone numbers, websites), and descriptive information (e.g., type, operational status).3


The state and NCES’ Common Core of Data (CCD) identification numbers are used to link the education units to each other in the hierarchy. For example, the record for a school includes the state and CCD identification numbers of the LEA that the school belongs to. Since Directory data generally stays the same year to year, Directory data groups do not need to be reported every school year. Instead, changes are reported based on the effective date of the change.


Directory Data Obtained from Sources Other Than SEAs


Data in the Directory will generally be obtained from SEAs. However, ED plans to obtain Locale (ID #17), Congressional District Number (ID #13), FIPS County Code (ID #12), County Name (ID#572), Geographic Location (ID #14), and DUNS Number (ID #6) from other Federal sources instead of SEAs.


Definitions of SEA, LEA, and School


SEA. An SEA is the agency of the state charged with primary responsibility for coordinating and supervising public elementary and secondary instruction, including the setting of standards for instructional programs.  The SEA is the state agency that administers federal grant programs under the Elementary and Secondary Education Act.


LEA. An LEA or Education Agency is a governmental administrative unit at the local level which exists primarily to operate schools or to contract for educational services. These units may or may not be coterminous with county, city, or town boundaries.


School. A school (for the purpose of this data collection) is an institution that provides educational services and

  • has one or more grade groups (PK through 12) or is ungraded,

  • has one or more teachers,

  • is located in one or more buildings,

  • has assigned administrator(s),

  • receives public funds as its primary support, and

  • is operated by an education agency.


For purposes of this definition, "public funds" includes federal, state, and local public funds. “Located in a building" does not preclude virtual schools since the administrators and teachers are located in a building somewhere. “An education agency" is not limited to the state or local education agency, but can include other agencies (example, corrections or health and human services) charged with providing public education services.


Organization of this Section

The next part of this section contains the definitions and code sets for each of the directory data groups (listed alphabetically). The final part of this section contains detailed descriptions for the code sets for the directory data groups when the code sets are not self-explanatory.

Code Set:

  • LEA - Regular local school district that is NOT a component of a supervisory union

Includes both independent school districts and those that are a dependent segment of a local government, such as a city or county. Agencies that do not operate schools (non-ops) but have primary responsibility to provide free public elementary and/or secondary education to school age children within their jurisdictions should be included.

  • LEASU - Local school district that is a component of a supervisory union

A superintendent and administrative services are shared with other local school districts. Each agency given this code should have an entry in the Supervisory Union Identification Number data field corresponding to the appropriate type 2 or type 3 agency. Non-ops in supervisory unions should be included in this category.

  • SU - Supervisory union administrative center, (or county superintendent’s office serving the same purpose)

1 The Department of Education has changed the name of the Education Data Exchange Network (EDEN) to EDFacts in recognition of the system’s expanded capabilities, as explained in this Attachment and the notice of proposed rulemaking document published on April 27, 2006 (71 FR 24824), proposing to amend 34 CFR 76.720. Except as needed to describe the historical context of the database, submission and query capabilities of the system, this Attachment uses “EDFacts” to refer to the expanded system.

2 The staff data group for the Migrant Education Program (MEP) originally collected both FTE and Headcount in the same data group for 2005-06. For clarity, these two counts were divided into separate data groups thereby increasing the total number of 2005-06 data groups from 167 to 168.

3In some states, there are schools outside of the traditional three-tier system such as state schools, youth facilities, and correctional institutions. States have been able to accommodate this additional tier by creating a virtual LEA that includes all of these additional schools. States should contact the EDEN team to determine if this solution is appropriate. All uses of these virtual LEAs should be documented within the meta data.
