The National Highway Traffic Safety AdministrationÂs (NHTSA) mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. In an effort to perform the governmentÂs duty in upholding and promoting traffic safety, NHTSA proposes an in-depth nationwide quantitative study (Tombras  NHTSA Segmentation Profiling Questionnaire) to gain a comprehensive understanding of the demographics, lifestyle traits and attitudes about drinking and driving among licensed drivers who are at high risk of driving while drunk. By having this information, NHTSA and its state partners can develop and implement more highly targeted and more effective communications campaigns to deter people from drinking and driving.
Under Section 2009 of SAFETA-LU, Congress mandated that NHTSA purchase media to support the High Visibility Enforcement crackdowns and provided $28 million, of which $17.9 million will be used to support the impaired driving HVE crackdowns in August 2006 and in December 2006. To ensure that we get the frequency and reach needed to get our message out to those at risk for impaired driving crashes, injuries and fatalities, we need to purchase airtime on the appropriate networks, during appropriate times and purchase the appropriate mediums (e.g., the internet; video gaming; cell phone instant messaging) used by our audience. Our current research is more than 6 years old and the behaviors, habits, thought processes and channels of receiving information and means of communication of our audience have since changed. The methodology and questions provided in the questionnaire are based on a study conducted by Porter Novelli in 2002. The purpose of this survey is to update the research gathered in that study and the questions posed use a similar methodology to gain comparative results.
The new research provided in this study will ensure that NHTSA makes the most efficient use of the $17.9 million appropriated by Congress. This information will prove useful in the media buy for the impending HVE Crackdown on August 18 with the first airdate beginning on August 16.
To meet the media deadlines and use the appropriated $17.9 million wisely and efficiently, NHTSA is seeking emergency clearance approval from OMB to conduct the Tombras  NHTSA Segmentation Profiling Questionnaire.
The program change in burden hours is do to a new information collection to support better support Agency outreach program to promote safety on our roads and highways. The hours of burden requested in Item 13 of Form 83-I are the hours required by the new survey. Regarding Item 14 of Form 83-I, this survey has no associated cost burden.
