Abstract: The study of the Section 5(h) and Section 32 programs will provide the answer to a number of important questions about the homeownership programs. Information will provide a detailed assessment of the homeownership programs to identify their strengths and weaknesses.

Emergency Justfication: This emergency processing is essential to the immediate implementation of program evaluation activities for the Section 32 and Section 5(h) Public Housing Homeownership programs under contract R-DEN-02010. These Public Housing Homeownership programs represent an important contribution to HUD’s mission of increased homeownership. To accelerate progress towards the President’s Homeownership Initiatives and HUD’s mission, the Department must assess and improve program performance. These evaluation activities are consistent with the directives of the Office of Management and Budget’s Program Assessment Ranking system and the mandate of the Government Performance and Results Act of 1993 (GPRA).
