See above. The real problem is that the desk officer cannot go back more than 3 business days, not that he is crossing a month boundary. I believe that we have discussed this before, and I can’t think of an instance where this would be a valid error message.

By the way, as a system admin, I am supposed to be able to backdate back to anything up to the date received. When I tried this, I got the same message. For me, the problem is not the same as the desk officer. I should have been able to conclude as of 1/27/2005. The work around was for me to conclude as of 2/1, and then go to the EO review package page to backdate to 1/27. It really shouldn’t have to be a two-step process for Pam and/or myself.
