In: #2 What does it mean that 890 borrowers partially graduated. Does partial graduation have any impact on the burden hours?


Answer: It means that 890 of the borrowers received a loan from a commercial lender to pay a portion of their FLP debt, while the balance of the borrower debt remains with the FSA Agency. Yes, partial graduation does have an impact on the burden hours and have already been

considered in this package.


#3 Does the program have any data on the extent of e-filing for some of this information.?


Answer: No. However, e-filing initiatives are currently under

development.


#4 The statement mentions that "a borrower may substitute other forms for Agency forms when they are substantially similar." Do UDSA's existing regulations allow for this?


Answer: Yes



Has this happened?


Answer: Yes.



If so what are the "similar" forms.


Answer: Financial statement, cash flow statements, and balance sheets.



Also what's the timeline for data sharing capabilities with other Agencies.


Answer: No timeline for data sharing exist because at this time other

Agencies are not in need of FSA's financial data.



How might this data sharing further reduce burden?


Answer: Would not reduce burden because data sharing in this case is

not needed (or required) by other Agencies.
