Short Statement: The decrease in burden hours is attributed to the decrease in the number of recipients applying for the program. As a result, responses have decreased from 585 to 456, and total respondent burden hours from 1160 to 902. The program changes resulted from an overall decrease of 129 responses and 258 burden hours.
