Abstract: This is a modification of two forms associated with a currently approved collection,OMB 1205-0422 -information relating to the operation of employment and training programs for Indians and Native Americans: ETA 9084 and 9085. It also now includes standard data elements for participants, the basis of the current performance standards system for WIA section 166 grantees: WIASPIR. ETA 9080 is unchanged. The burden estimates for this collection include the Supplemental Youth Services Program and the Comprehensive Services Program authorized under section 166, as well as financial reporting requirements for both funds.

Short Statement: ETA is streamlining the collection and preparation of participant data quarterly performance reports by providing a common case management and reporting system, the Native American Workforce Investment Act (NAWIA) System, as well as uniform report formats and data definitions to grantees across ETA programs. All NAWIA reports will be submitted to ETA via the Internet. Grantees will collect, retain, and report all information electronically through the NAWIA management information system. The program requests quarterly rather than semi-annual and annual reporting to include data necessary for tracking grantee progress against a set of common performance measures. Additionally, standard WIASPR data on participants is included. Though frequency is increasing, the overall burden is reduced due to changes in ETA forms 9084 and 9085 and also because there are fewer grantees because some are opting to consolidate ETA funds with other Federal funding sources at the Bureau of Indian Affairs, which requires annual reports only.
