The only noticeable change is the increase in the number of applicants due to the increase of the number of eligible institutions. The public burden did not go up due to the results of the redesign of the application package to conform to the Department's mandatory requirement of electronic submission of most applicants now using Grants.gov. Since OMB is demanding that all agencies divide up previously recorded burdens into components, it appears that our burden has changed, even though the totals remain identical.
