The United States Environmental Protection Agency (EPA) is committed to strengthening EPA/state relations and engaging the states more fully in the AgencyÂs planning and budgeting process. The Environmental Council of States (ECOS) was invited to attend and participate in some of EPAÂs internal FY08 budget discussions. ECOS again expressed concerns over the continued increases in reporting requirements that states are subjected to especially when STAG funding for categorical grants is declining. Reporting burden has been a chronic issue for the states and EPA as state environmental program management capacity increases. There has been a corresponding increase in demand for state program reporting and measures of environmental results. Over the last 15 years, EPA and ECOS have examined several facets of the issue either jointly or separately. In the recent budget discussions, ECOS provided examples of reporting burdens.
As a result of these discussions, the Office of the Chief Financial Officer (OCFO) instructed the Office of Congressional and Intergovernmental Relations (OCIR) to work with the regions, states and National Program Managers (NPMs) to identify opportunities for streamlining or eliminating specific state reporting requirements.
The purpose of this information collection request (ICR) is to assist EPA in identifying those burden reduction opportunities and communicating the results across the states, regions and EPA headquarters. These results will be used to inform existing processes such as NPM and regional priorities reflected in FY08 guidance, regional and state grant workplan negotiations, and the FY09 planning and budgeting process. We expect this review to complement OCFOÂs existing systematic review of Annual Commitment System (ACS) measures and include other non-routine reporting. EPA seeks to collect the information in the attached form (Attachment A).
