Public Law 108-136 created the Veterans' Disability Benefits Commission to conduct a comprehensive study of disability benefits for veterans and their survivors. This request for approval of data collection focuses examination on disability standards. Information to be collected from Veterans, their survivors and Veteran Service Officers.

There is a small 163 hour increase in the burden hours. The burden hours increased from 12,703 in the emergency OMB justification submitted to 12,866 in the updated justification. The reason for this is due to a small increase of 324 persons who need to be surveyed in order to adequately provide needed data on all of the cells of interest (see p.18). The numbers of persons to be surveyed increased from 24,739 in the previous justification to the current number of 25,063.
