This form is used by school officials and employers to certify enrollment information to the Department of Veterans Affairs (VA). VA uses the information to determine the correct rate of payment and the periods of payment to persons eligible for education benefits under chapters 30, 32, and 35 of title 38, U.S.C., chapter 1606 of title 10 U.S.C., and Sections 901 and 903 of Public Law 96-342.

The remaining 25% (or 5,338 hours) is attributed to the implementation of a new benefit program (chapter 1607, Title 10, U.S.C).
