The Federal Deposit Insurance Act and the International Lending Supervision Act require the Federal Reserve to have risk-based capital requirements and to ensure banks maintain adequate capital. The Federal Reserve has worked together with the other financial institution regulators to develop a new risk-based capital framework (Basel II) for large internationally active banks and bank holding companies that is more risk-sensitive than the existing rules. This collection of information is necessary to assure that the new framework is implemented in the United States in a safe and sound manner.
