Terms of Clearance: This ICR is approved on the understanding that 1) the incentive will be $10 for each phase of the study and for each parent and child, as in previous Checkpoints studies; 2) NIH will make response rates and study lengths consistent in the supporting statement; 3)NIH will keep track of those parent/teen dads who refuse to enroll in the program at the DMV (e.g. how many there were, whether they were from single parent families, etc.), report these findings, and temper data interpretation and study conclusions accordingly; 4) Within 6 months of approval, NIH will share with OMB information on all the characteristics of the other Rhode Island DMVs and the populations they serve that might reasonably limit generalizability of the results to all of RI; study conclusions will be reported with these threats to external validity in mind; 5) Within 6 months of approval, NIH will share with OMB information on all the characteristics of Rhode Island (e.g. driving terrain, weather conditions, demographics) that might reasonably limit generalizability of the RI results to other states; study conclusions will be reported with these threats to external validity in mind; 6) at the conclusion of the study, NIH will share with OMB what the response rate was and results of non-response bias analyses before reporting that results are generalizable to all of RI; 7) The PRA blurb, OMB control number, and expiration date will appear on all of the materials provided to respondents, including the questionnaires, the IRB consent forms, the Checkpoints booklet, and the comparison group booklet.

Abstract: The purpose of the research is to evaluate in a randomized controlled trial the effectiveness of the CheckPoints Program when delivered at the local offices of the state Department of Motor Vehicle (DMV). the CheckPoints Program includes educational and persuasive materials and messages designed to encourage parents to adopt a parent teen driving agreement with their newly licensed teenager that would limit driving for a time under high risk driving conditions such as with teen passengers and at night.
