This ICR is
approved on the understanding that: 1) Because ACF does not have
statutory authority to provide assurances of confidentiality, ACF
will not use the term confidential in any materials provided to
respondents; 2) All identifiable data will be stripped by the
contractor before provided to ACF and ACF will not own or house any
identifiable data; 3) The reporting of race and ethnicity will
conform to OMB guidelines; 4) To maximize the amount of time
available during interviews to spend on questions regarding
implementation successes and difficulties, ACF will send the
respondents an advance letter as well as the document Questions
on Grantee Characteristics which will be filled out for the
respondent with information collected from each grantees proposal;
each grantee will therefore only have to update the information or
else verify that nothing has changed since the time of application;
5) Because this is a process study about the implementation of this
program, good practices that emerge from this data collection will
be referred to as promising rather than effective; 6) The
standard PRA blurb and the OMB control number and expiration date
will appear on each paper or electronic document that is provided
to grantees as part of this ICR and will be made available for
grantees when information is collected orally (e.g. at site visits
or interviews).

This study is an implementation
evaluation of the Head Start Oral Health Initiative, a grant
program that is funding 52 Head Start Programs to implement oral
health interventions for Head Start families and children. The
purposes of the evaluation are to document grantees, implementation
experiences and challenges, to identify promising models and
service delivery strategies, to assess the feasibility of
replication or expansion of the models in other programs and
communities, and to disseminate information about lessons learned
to the broader Head Start community. Data collection activities
will focus on learning about program operations and service
delivery strategies, rather than on assessing the initiativies
effects on oral health outcomes of Head Start children and
families. The evaluation will collect and analyze information form
three main sources: (1) telephone interviews with program directors
from all 52 Oral Health Initiative grantees, (2) site visits to a
subset of 16 grantees, and (3) a Web-based recordkeeping system
designed for use by all grantees.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
