This provision requires the regulatory authority to conduct periodic inspections of surface coal mining activities, and prepare and maintain inspection reports for public review. This information is necessary to meet the requirements of the Surface Mining Control and Reclamation Act of 1977 and its public participation provisions. Public review ensures that the State is meeting the requirements of the Act and the approved State regulatory program.
This request will increase the estimated burden by 26,855 hours due to a reestimate in the time required to conduct complete inspections by State Regulatory Authorities (SRAÂs), and an increase in the number of hours SRAÂs are spending on availability of records.
