Ray,

            Please submit a change request to OMB for the DSP-6, DSP-62, DSP-74, and DSP-84 which will replace the DSP-119 amendment form.  The DSP-119 was one form able to amend the DSP-5, DSP-61, DSP-73, and DSP-85.  The DSP-119 could be submitted by paper or electronically via ELLIE.  DDTC would like to retire ELLIE.  DDTC is telling the applicants that ELLIE is being shut down and for the past two years DDTC has highly encouraged the applicants to submit electronically using the newest electronic system – DTRADE.  The applicants have being submitting the DSP-5, DSP-61, and DSP-73 via DTRADE.  Now the applicants desperately need the appropriate amendment form on the DTRADE system.

            The attachment entitled “119 and new forms” explains there is practically no difference between the DSP-119 and the new amendment forms (DSP-6, DSP-62, DSP-74, and DSP-84).  The DSP-85 is not submitted electronically because it covers the export of classified exports of defense articles and/or technical data.  Thus, the corresponding amendment DSP-84 is not submitted electronically because it relates to a classified export of defense articles and/or technical data.

            DDTC would appreciate any expedited treatment by A/ISS/DIR and OMB in processing this change request to obtain OMB approval.  Further, Congress (who has appropriated money for the DTRADE operation and keeps a watchful eye on DTRADE’s progress) would like DTRADE up and running as soon as possible.
