because of PL 97-37, which liberalized eligibility requirements and
extended existing benefits.

The major Veterans Benefits
Administration (VBA) outreach effort described in the previous
renewal submission has been completed. Discussion with VBA staff
suggests the figure of 75 new claims per year to be reasonable. It
is consistent with their estimated usual average annual workload
stated in the previous submission
