Section 54.809 of the Commission's
rules requires each price cap or competitive LEC that wishes to
receive universal support to file an annual certification with the
Universal Service Administrative Company and the Commission. The
certification must state that the carrier will use its interstate
access universal service support only for the provision,
maintenance, and upgrading or facilities and service for which the
support is intended.
The burden has increased in
this ICR because the Commission underestimated the number of
respondents in the initial submission to OMB. The increase in the
number of respondents is also due to substantial growth in the
number of competitive eligible telecommunications carriers (ETCs)
serving the market since the prior estimate.
