Due to several proposed amendments in
PRs 0648-AT95 (published 06/23/06 and uploaded to this request and
0648-AT94 (also posted, but no space provided for citation of a
second regulation: published 08/14/06, 71 FR 46441), National
Marine Fisheries Service (NMFS) would establish a closed area
within 50 nm of Guam for bottomfish fishing vessels greater than 50
feet in length that land or transship bottomfish management unit
species. The Commonwealth of the Northern Mariana Islands would
require permits for any vessel owners intending to land or
transship crustacean or precious coral management unit species, and
the Pacific remote island areas would require permits for vessel
owners intending to land or transship bottomfish or crustacean
management unit species. Eligibility for annually renewable permits
would not be restricted in any way. Completion and submission of a
permit application form to NMFS provides basic information about
the applicant, important for understanding the nature of the
fishery and providing a link to participants, for use by NMFS and
the Western Pacific Fishery Management Council.

Any person who intends to
target bottomfish management unit species (BMUS) outside the
50-mile closure of Guam, or transship BMUS from Guam, must have a
Guam bottomfish large vessel fishing permit. Any person who intends
to target crustacean or precious coral management unit species
(MUS) in the NMI, must have a NMI lobster permit or a NMI precious
corals permit. Any person who intends to target bottomfish or
crustacean MUS in the Pacific Remote Island Areas (PRIA), must have
a PRIA bottomfish permit or a PRIA lobster permit. NOTE: RIN
0648-AT94 is the proposed rule covering Guam bottomfish amendments,
and is posted on the supplementary documents page. There is no
provision here for two regs on the main ICR page. AT95, cited above
