agency's request. Upon publication of the Interim Final rule, the
agency should resubmit its request to OMB for approval. The agency
is not required as part of this resubmission to provide further
notice to the public.

EIA-1605 form is designed to collect
voluntarily reported data on greenhouse gas emissions, achieved
reductions of these emissions, and carbon fixation. Data will be
used to establish a publicly available database. Respondents are
participants in a domestic or foreign activity that either reduces
greenhouse gas emissions or increases sequestration.
The burden increase (program
change) is due to the implementation of enhanced Guidelines for
this Form, EIA-1605(b) orchestrated in conjuntion with DOE's Office
of Policy, Office of Managment and Budge, and the Energy
Information Administration +3,000 hours, and burden decrease
(program change)-2,000 hours is due to the elimination of the
EIA-1605(EZ) form. The burden decrease (adjustment) is due to the
fact that fewer respondents are expected to report. Therefore,
there is an overall increase of 860 hours.
