The Surface Transportation Board's collection of system diagram maps is required by statute. The maps, which indicate the likelihood that are particular rail line will be abandoned, are used as a planning tool by the Board and the public. Respondents are railroads.
As explained in the supporting statement, the decrease in requested burden hours is not due to agency discretion, but rather is due to an adjustment caused by the decrease in average annual number of respondents, as well as a decrease in the size of the rail systems of those responders. (The burden information on this ROCIS form is incorrect. Please see separate email to Alex Hunt (subsequently forwarded to Mark Menchik) regarding the difficulty of inputting burden information into the ROCIS database.)
