This collection promotes Congress' goal of regulatory parity for all commercial mobil radio services, and encourage the participation of a wide variety of applicants, including small businesses, in the Specialized Mobile Radio (SMR) industry. In addition, this collection establishes rules for the SMR services in order to streamline the licensing process and provides a flexible operating environment for licenses, and promotes the delivery of service to all areas of the country, including rural areas.

The number of respondents has increased; therefore, the Commission has recalculated the hourly and cost burdens accordingly.
