This collection promotes Congress'
goal of regulatory parity for all commercial mobil radio services,
and encourage the participation of a wide variety of applicants,
including small businesses, in the Specialized Mobile Radio (SMR)
industry. In addition, this collection establishes rules for the
SMR services in order to streamline the licensing process and
provides a flexible operating environment for licenses, and
promotes the delivery of service to all areas of the country,
including rural areas.

The Commission is reporting an
adjustment for the hourly and cost burdens. The adjustment to the
hourly burden is based upon the date in our Univeral Service
Licensing (ULS) database whihc estimates the number of respondents
expectd during the next collection period. The number of
respondents has increased; therefore, the Commission has
recalculated the hourly and cost burdens accordingly.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
