National Marine Fisheries Service
(NMFS) is submitting the proposed rule to implement provisions
contained within Framework Adjustment 42 to the Northeast
(NE)Multispecies Fishery Management Plan (FMP). The proposed
measures under FW 42 include the following provisions requiring new
information collection requirements for the permit family of forms:
(1) Differential DAS counting; (2) Revisions to the Category B
(regular) Days-at-Sea (DAS) Program; (3) Mandatory vessel
monitoring system (VMS) requirements; (4) Combined trips both
inside and outside of the Eastern U.S./Canada Area; (5) Declaration
of the intent to fish outside of the Gulf of Maine (GOM) Regulated
Mesh Area (RMA); and (6) A revised DAS Transfer Program request
form. This data collection submission requests approval of new
information collection requirements to implement the above
provisions for FW 42 to the NE Multispecies FMP.
The New England Fishery
Management Council (Council) is proposing management measures under
FW 42 that reduce fishing mortality on several groundfish stocks to
achieve fishing mortality objectives of the rebuilding program
established under Amendment 13 to the FMP. The proposed measures
under FW 42 include the following provisions requiring new
information collection requirements for the permit family of forms:
(1) Differential DAS counting; (2) Revisions to the Category B
(regular) Days-at-Sea (DAS) Program; (3) Mandatory vessel
monitoring system (VMS) requirements; (4) Combined trips both
inside and outside of the Eastern U.S./Canada Area; (5) Declaration
of the intent to fish outside of the Gulf of Maine (GOM) Regulated
Mesh Area (RMA); and (6) A revised DAS Transfer Program request
form. This data collection submission requests approval of new
information collection requirements to implement the above
provisions for FW 42 to the NE Multispecies FMP.
