This ICR is approved on the understanding that this study is iterative, and that the design of stage 3 (site visits) will therefore be shaped in part by what is discovered at stages 1 and 2. As such, this ICR is approved consistent with ACF's agreement to provide updates about results from stages 1 and 2 of the study--prior to fielding stage 3--particularly with respect to whether more in-depth case studies may be conducted at fewer sites at stage 3 to elicit more data regarding intermediate outcomes.

This study is an implementation evaluation of the Region III I am Moving, I am Learning (IM/IL) Head Start program enhancement, which included a three-day training for trainers event focused on health promotion and obesity prevention held in spring 2006 for up to 5 staff members from 65 grantees. The purposes of the evaluation are to document grantees implementation experiences and challenges, to identify efforts to sustain IM/IL enhancements, to assess the feasibility of replication or expansion of the enhancement in other programs and communities, and to disseminate information about lessons learned to Region III and the broader Head Start community. Data collection activities will focus on learning about IM/IL enhancement implementation and strategies, rather than on assessing the initiative's effects on overall health and obesity outcomes of Head Start children and families. The evaluation will collect and analyze information from three main sources: (1) an early 2007 paper-and-pencil questionnaire sent to all 65 program directors that attended the spring 2006 IM/IL training event, (2) spring 2007 telephone interviews with 30 program directors and 2 teachers per program from the group of grantees trained in 2006, and (3) site visits to a subset of 16 grantees.
