Needed to establish evidence of
service aboard U.S. Flag Merchant Vessels for merchant mariners to
upgrade their credentials, establish proof of eligibility for union
and other benefits, and for use in litigation where vessel service
is an issue.
Certificate of Discharge data
collected by the Coast Guard is recorded electronically in our
Merchant Mariner Licensing and Documentation Database. For this
collection, a query of that database was executed to determine the
total number of annual responses. The previous 12 months were used
in this query and the result indicated annual responses of 58,110.
This factor was used in the determination of annual hours requested
which resulted in 1743.3 hours, a difference of 2756.7 hours from
the current OMB inventory.
